Public procurement phases

 

 


The different phases in public procurement allow for social aspects to be taken into consideration as well. Some examples:
 
·   As regards the examination of the personal situation (exclusion criteria): when a serious occupational offence was committed in the performance of a previous contract, such as a violation of social legislation, reference to the anti-discrimination legislation must be made;
 
·   As regards the selection criteria (technical capacity): references on contracts performed, where attention was paid to integrating the unemployed, young persons, etc. in the world of work;
 
·   As regards the object of procurement, the technical specifications and the award criteria: technical provisions concerning accessibility of buildings (wheelchair users) or variations in fonts on websites (persons with impaired vision);
 
·   As regards the implementation of the procurement contract: reference to dignified working conditions, training, compliance with ILO conventions, etc.
 
Concrete suggestions have been made in the SPP sheets of this guide for social and ethical aspects for socially sensitive product groups. For less socially sensitive groups, we advise purchasers to assess for themselves whether references to social aspects are relevant for the specifications in question.
